Why the machine isn't taking water, and why it's often not the machine
This is the one washing machine fault where the most likely cause sits outside the appliance. Before anything is opened up, the water supply itself has to be ruled out -- and in a lot of Bengaluru homes that is where the problem actually is.
Supply pressure. Washing machines need a minimum inlet pressure to open their valves properly; they are not designed to sip from a trickle. Homes fed from an overhead tank with a short head, or on a floor where pressure drops at peak hours, can leave the machine unable to fill within its timeout even though the tap clearly produces water when you open it. Filling a bucket from that tap and timing it is a genuinely useful test.
The inlet mesh filter. Every inlet hose has a fine mesh screen at the valve end, and it is there precisely to stop grit reaching the valve. Bengaluru's borewell and tanker water carries a lot of sediment and dissolved hardness, and that mesh silts up and scales over faster here than the manufacturer ever assumed. A blocked mesh throttles the flow to nothing. Cleaning it takes minutes and is one of the highest-value checks on the whole machine.
The solenoid inlet valve. This is the electrically operated valve that lets water in on command. When the coil fails, the valve stays shut regardless of pressure. It is a common and inexpensive replacement -- but it should be diagnosed after the supply and the mesh, not before, because a scaled valve seat often just needs cleaning.
The water level sensor. Also called the pressure switch, this tells the board how full the drum is. If it wrongly reports that the drum is already at level, the machine simply never calls for water. The symptom looks identical to a valve fault from the outside.
A kinked or crushed inlet hose. Easy to cause when the machine gets pushed back against a wall after cleaning, and easy to miss because the kink is behind the machine where nobody looks.

Water comes from the tap fine, so why won't the machine fill?
A tap that flows well by eye can still be below the pressure a washing machine valve needs, and the fine mesh filter at the inlet hose end is frequently silted up with sediment even when the tap itself is clear. Both are checked before the valve.
Does Bengaluru's hard water cause this?

Can I clean the inlet filter myself?
Yes, and it is worth doing. Turn off the tap, unscrew the inlet hose at the machine end, and you will find a small mesh screen inside the coupling. Rinsing it and gently brushing off the scale resolves a fair share of fill complaints.
The machine fills very slowly instead of not at all. Same cause?
Usually yes -- a partially blocked mesh or marginal supply pressure produces slow filling first, and a complete failure to fill later. Treating it at the slow stage is easier and prevents the machine from timing out into an error.
